Charlotte City Council unanimously approved transferring operations of the development agency at its Monday business meeting. Councilman David Howard , a senior vice president at the Housing Partnership, recused himself from the vote and stepped away from the table during discussion of the item. The Charlotte-Mecklenburg Development Corp. was founded as a public-private partnership among the city, Mecklenburg County and the Charlotte Chamber of Commerce in 1997.
